Scholarship Fund

Even with the Montgomery GI Bill and EAP funds, many Soldiers still lack the financial means to pursue their greater educational goals. The 28th Infantry Division Association Scholarship Fund was established to help bridge the gap and allow our Soldiers access to additional educational opportunities by helping them cover educational expenses such as books, room and board, lab fees, etc. 

Four annual $500 scholarships are given on behalf of the Association through the Pennsylvania National Guard Scholarship Awards Program. Applications are available in the spring from the:

Annville, Pennsylvania

with a deadline for submission of June 30th. The scholarship is open to all 28th Infantry Division members or the children of members who were either killed in action or permanently disabled while on active duty.

MG John Frederick Hartranft, 28th ID Association Scholarship

MG Hartranft (1830-1889), during the American Civil War he was colonel of the 4th Pennsylvania Infantry and later the 51st Pennsylvania Infantry.  During the First Battle of Bull Run his actions would cause him to receive the Medal of Honor.  Later he was the commander of a division in the Ninth Corps with the brevet rank of Major General.  After the Civil War he served two terms as Auditor General for Pennsylvania.  From 1872 to 1878 he served as Governor for the Commonwealth of Pennsylvania.  From 1879 until his death in 1889 he commanded the Pennsylvania National Guard and became the first 28th Division Commander with the rank of Major General.

SSG Walter K. Chmiola, Jr., 28th ID Association Scholarship

Mr. Chmiola (1952-2011), has been a long term friend of the 28th Infantry Division.  First, by serving as a soldier in 28th Infantry Division in various units such as the 28th Aviation Brigade, the 104th Cavalry and 109th Field Artillery as he worked his way up from Private to Staff Sergeant during his military service.  He continued his service by joining the 28th ID Association and served as Vice-President, President and later as the Executive Director of the Association until his passing.

S-Sgt Chandler H. Capps, Jr., 28th ID Association Scholarship

Mr. Capps (1924-2009), military service first began when he was in 10th grade with service in the Merchant Marine. He enlisted in the US Army in November of 1943 at the age of 19.  Serving mainly as a radio operator during World War II with the 28th Reconnaissance Troop, (Mechanized) under the 28th Infantry Division, he would end the war as a Staff Sergeant serving as a Reconnaissance Operator Commander.  He was discharged in November 1945 from military service.  Mr. Capps had a great deal of devotion to his 28th ID family. His daughter, Chandra, has carried on the family legacy by serving as the 28th Reconnaissance Troop Historian.

CSM Richard Fonner, 28th ID Association Scholarship

CSM Richard Fonner was a founding member and outlined the purpose of what is now known as the 28th Infantry Division Association.

This educational endowment can also be remembered in estate planning to be assured that charitable gifts will be used in accordance with the donor's philanthropic wishes. The 28th Infantry Division Association is a non-profit 501(c)(3) organization. We are an all volunteer organization with 100% of the funds going to the fund to which the donation was made.
